Abstract: Ketelmeer is one of the most polluted water surfaces in the Netherlands. The pollution is caused by former industries that were situated along the rivers ending in the Ketelmeer. In the early nineties the Dutch Government decided to clean the Ketelmeer. The western part of the remediation of Ketelmeer was tendered in 2010 and involved approximately two million m3 of environmental dredging.

The contract contained three special elements:

  • Three implementation options to choose from;
  • It involved three additional projects with a fixed price; if the contractor was able to execute them at that price, he would gain economic value on the contracting price;
  • It included the option of using optimization, both for the client and for the contractor, meaning that other projects in the same project area could be added to the contract.

In the tendering phase de Vries & van de Wiel decided to opt for the working method of excavating the sediment and storing it in IJsseloog. The total volume of contaminated sediment was determined by geostatistical survey. The optimization paragraph in the contract presented a huge opportunity. In view of complaints from stakeholders, said optimization, together with the bonus system, could prove a success if the project team and the client’s team worked closely together.

Optimization turned out to be a very successful component in the execution of this project. It helped transforming the working method from mere excavation to also covering the pollution at greater depth with soil from the project area.

This project is an example of how an innovative contract can start off with a successful tendering process for both the contractor and the client and result in a positive project evaluation due to good cooperation during the project.
